N2 - Network congestion control schemes for the Internet aim to achieve efficient sharing of the available bandwidth while at the same time avoiding congestion collapse. Previous work has concentrated on users who are not delay-sensitive in the benefit they see when allocated a specific bandwidth share. In this paper, we consider a congestion control scheme that takes into account delay sensitive traffic and derive stability conditions for arbitrary network sizes that include propagation delay. The nature of the algorithm allows both the development of delayindependent and delay-dependent conditions, something unique to 'dual' algorithms proposed thus far.
