Abstract
This paper discusses various alternative definitions of technocracy. It suggests that it is the interaction of particular personnel, institutional, an ideological forces that define technocratic regimes. The paper then suggest that five mechansims help account for the rise of such regimes: complexity, legitimation through performance, institutional autonomy, regime stability, and world systems. The paper finsihes with a pessimistic appraisal of the possibility of a coexistence between technocracy and democracy.
