Abstract

Ideal quantum Hall states exhibit a novel off-diagonal long range order which reflects an underlying superconductivity of bosonic charge-flux composites. We sketch the extension of these ideas to general quantum Hall systems with disorder and show, by explicit numerical computation, that Read's version of the ODLRO correctly discriminates between the conducting (σxy = e2/h) and insulating (σxy = 0) phases of noninteracting electrons in random potentials confined to the lowest Landau level.
