Fractional quantum Hall liquid to insulator transition in the vicinity of Landau level filling ν = 2/9

Abstract

We have studied temperature dependence of the diagonal resistivity ρxx in the vicinity of Landau level filling factor ν = 2/9 in a high quality two-dimensional electron system (2DES) and observed a direct transition from the ν = 2/9 fractional quantum Hall liquid to the reentrant insulator around ν = 1/5. Such a transition is forbidden in the global phase diagram proposed by Kivelson, Lee and Zhang for 2DES in the presence of disorder and magnetic field. Our result supports the interpretation of the insulator in terms of a phase with substantial Wigner crystal order.
