Abstract
The dielectric constant of a non-interacting disordered insulator in the presence of phonons is shown to diverge as T-1/4 at low temperatures. This behaviour is due to the high density of low-frequency hopping modes characteristic of the disordered system, and may be observable in real systems at temperatures above the Coulomb gap.
