Abstract
One of the most striking features of the economic geography of the Soviet Union was the high concentration of defence activities in particular locations and regions, a legacy now inherited by Russia and other successor states. Some areas depended almost entirely on the defence sector for their income, employment and for most of their social infrastructure, including schools, hospitals, housing, and leisure facilities. As a result, the sharp reductions in the defence budget have torn at the economic and social fabric of thousands of communities. What can be done to help, both by the authorities in Russia and by the OECD and its member countries? -Authors
