Abstract

The authors apologize that on page 356, the sentence reads: "Years earlier, he had made a similar claim in the case of In re Look Tin Sing, when he detained a fourteen-year-old boy born in California."The sentence should read as follows: "Years earlier, one of Wise's predecessors had made a similar claim in the case of In re Look Tin Sing, when he detained a fourteen-year-old boy born in California.
