note = "Funding Information: A NDREA GOLDSMITH [F] is an associate professor of electrical engineering at Stanford University, and was previously an assistant professor of electrical engineering at Caltech. She has also held industry positions at Maxim Tech nologies and AT&T Bell Laboratories. Her research includes work on capacity of wireless channels and networks, energy-constrained wireless communica- tions, wireless communications for distributed control, and cross-layer design of wireless networks. She received B.S., M.S. and Ph.D. degrees in electrical engineering from the University of California at Berkeley. She is a Fellow of Stanford, and currently holds Stanford{\textquoteright}s Bredt Faculty Develop- ment Scholar Chair. She has received several awards for her research, includ ing the National Academy of Engineering Gilbreth Lectureship, the Alfred P. Sloan Fellowship, the Stanford Terman Fellowship, the National Science Founda- tion CAREER Development Award, and the Office of Naval Research Young Inves- tigator Award. She was also a co-recipient of the 2005 IEEEE Communications Society and Information Theory Society joint paper award. She currently serves as editor for the Journal on Foundations and Trends in Communications and Information Theory and in Networks , and was previously an editor for IEEE Transactions on Communications and IEEE Wireless Communica tions . She is active in committees, conference organization, and editorial boards for the IEEE Information Theory and Communications Societies, and is an elected member of the Board of Governers for both societies.",
